The City of Clovis, in collaboration with the Cities of Portales and Ft. Sumner, as well as the Counties of Curry, De Baca, Quay, Roosevelt, and Union, collectively referred to as the "Community," is seeking an operator to provide comprehensive Crisis Triage Center services. The purpose of this document is to provide interested parties with information to enable them to prepare and submit a proposal response according to the specifications set forth within this document for a Crisis Triage Center Operator.
The Community intends to use the results of this process to award a contract.
The City of Clovis Procurement Department is the sole point of contact for questions and issues that may arise during the RFP process.
A Crisis Triage Center (CTC) is a welcoming setting that provides short-term observation, assessment, treatment, and planning for individuals who are experiencing a behavioral health crisis. CTCs operate 24/7 and demonstrate a “no-wrong-door” philosophy, serving all those who present or are referred, including, but not limited to, individuals experiencing acute psychiatric symptoms, those under the influence of substances, and subjects of emergency detention. The CTC will place emphasis on facilitating efficient referrals from first responders and ensuring rapid transfer of custody from law enforcement, when needed.
A Crisis Triage Center (CTC) represents the first phase of a regional behavioral health facility addressing the community needs described above. The CTC will offer both outpatient and residential care services in accordance with NMAC 7.30.13.9 for both youth and adults. It will provide stabilization of behavioral health crises, offering outpatient (up to 23 hours) or short-term residential (up to 14 days) stabilization as an alternative to hospitalization or incarceration. Limited detoxification services up to Level III.7-D: Medically Monitored Inpatient Detoxification will also be provided.
Phased Implementation:
The implementation of the CTC program will occur in phases:
Phase One – Planning and Preparation: Collaborating with the Community, finalize program characteristics, policy, staffing structure, billing approaches, service offerings, and facility design. The selected vendor will contribute expertise to maintain fidelity to the CTC model within the local legislative and regulatory context. This phase includes funding for staff recruitment, training, and facility development planning.
Phase Two – Implementation: Establish service delivery from the CTC facility. The CTC will accept referrals and provide assessment, stabilization, observation, and treatment on a 24/7/365 basis without prior medical clearance or advance notice. The CTC will provide transportation to and from the facility, and work closely with local and regional healthcare and behavioral health providers to coordinate care for residents of Eastern New Mexico.
