IV. SCOPE OF SERVICES
1. The Contractor must be able to provide intake needs assessment, crisis intervention and case management and referrals for those at-risk youth. Assessments will help determine the needs of a child once a decision is made that the child is at risk. A needs assessment will be comprised of and intake interview identifying demographic information, reasons for arrest and prior juvenile justice involvement and a psychosocial assessment.
2. Crisis intervention would take place between parents and Intake Specialists to resolve conflicts or concerns about the youth’s behavior. If parents or a responsible party cannot be found or who choose not to participate, the youth will be admitted to a shelter until a suitable resolution can be found. 3. Case management will involve assessing, planning, securing, coordinating and monitoring of services from various organizations, natural helping sources and personnel conducted on behalf of the youth for the purpose of enabling them to achieve or maintain social psychological and physical functioning.
4. After the needs assessment it may be determined that temporary living arrangements may be required for the youths. Contractor must be able to provide shelter beds or the ability to transport youth to shelter, if necessary, for youth that may need temporary living arrangements. Shelter bed facilities will not be required to be physically located in the City of Clovis.
5. The Contractor will develop individualized programs that may include Mental Health Services, Family Counseling, Individual or Group Counseling and a Daily Reporting Program that will serve as an early intervention opportunity to prevent incarceration.
6. The Contractor must be in a position to provide services to youth referred to them by juvenile justice system and coordinate other providers within the community to provide these services or emergency placement. 7. The Contractor must provide services for youth between the ages of 12 to 17. The Contractor must also be in the position to consider children between the ages of 8 to 12 when special circumstances occur i.e. abuse, domestic violence, etc.
8. The Contractor must be able to provide services 365 days a year during peak hours or the ability to respond within one (1) hour during off hours. Hours will be determined by agreement based on those times when most juvenile offenses are committed in their respective areas.
9. The RAC will be located in the City of Clovis.
10. The Contractor must submit monthly reports as required by the funding agency. These reports will include statistics on the number of children served, demographics such as ages and representation of minorities in the system, types of Mental Health services provided and any other information and reports that are agreed upon or might be required by the funding agencies. Monthly reports will be turned in to the City of Clovis Grants Coordinator and the Police Department by the 10th of the following month or as required by the funding agencies. Format for these reports will be decided upon unless the funding agencies provide a format. Monthly payment will not be processed until reports are turned in.
11. The Contractor will attend monthly meetings of the Clovis/Curry County Juvenile Justice Committee and provide updates on RAC programs and services.
