Summary of Specifications:
The City of Clovis, working with the Clovis MainStreet has been committed to improving the downtown area of the city. The Hotel Clovis is an intricate part of the downtown improvement project. Recently, discussion has occurred on whether to make a capital improvement investment in the Hotel. Loans and grants have been obtained through State and Federal programs to complete asbestos abatement and removal of pigeon feces from the hotel. This abatement process is currently in progress. City Staff and MainSteet Officials have consulted with other municipalities on directions for redevelopment of the Hotel Clovis. It has been determined that the best course of action is to prepare a request for proposal (RFP) to solicit redevelopment of the hotel in a joint public/private venture. The Hotel Clovis may include housing and commercial uses, and a greatly enhanced building designed to accommodate improved services while still maintaining the historical beauty of the original building. The Hotel Clovis is comprised of 9 floors located in the heart of downtown Clovis with approximately 70,000 square feet of space available for redevelopment. The building is an art deco style exterior. The Hotel is listed on the Historical Register. Proposals for this development may include commercial and/or residential elements. Given the highly desirable location of this site, a high caliber, aesthetic and stylistic design solution is encouraged. Full funding for the project has not been identified; developers are encouraged to seek and identify financing options. No City financial incentives are specifically allocated for this project. However, developers may apply for available citywide resources for this project through the normal, competitive RFP funding processes established by the City. The City of Clovis will also support and assist developers with applications in competitive processes for federal, state, City and other grants and loans. The legal description of the Hotel is Block 63, lots 14 through 17 of the Clovis Original Subdivision. The building is located on Main Street. The lots are currently owned by the City of Clovis. All proposers understand that the building will be sold or leased in “AS IS” condition.
