Summary of Specifications:
INVITATION TO BID Sealed Bids for construction of Eastern New Mexico Rural Water System Project – Ute Reservoir Intake Screens, Tunnel, and Pump Forebay Shaft, addressed to David W. Bryant, Purchasing Agent, City of Clovis, 321 Connelly, Clovis, New Mexico, 88101-7443, until 3:00 p.m., local time, on the 3rd day of April, 2012. Any Bids received after the specified time will not be considered. Bids will then be publicly opened and read. A mandatory prebid conference will be held at the Tucumcari Convention Center – Liberty Room, 1500 West Historic Route 66, Tucumcari, New Mexico at 10 a.m. local time on Monday, March 5th, 2012. The Project contemplated consists of installation of the intake screens, tunnel, pump forebay shaft, and appurtenances. The Work will be completed in all respects within 630 calendar days from the date when the Contract Times commence to run. Bidding Documents may be obtained from the ENMRWS Program Manager’s office upon payment (check or money order only) of $300 for each set of documents, unless otherwise noted. Return of the documents is not required, and the amount paid for the documents is nonrefundable. Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents. In order to perform public work, the Bidder and Subcontractors shall hold such licenses as required by New Mexico State Statutes, and federal and local Laws and Regulations. Bidder and selected, pre-qualified controlled blasting and microtunneling specialty subcontractors shall hold a State of New Mexico Contractor’s License prior to submission of Bid, which will be evidenced with its Bid. No Bid will be considered without such evidence. In accordance with NMSA 13 4 14, no Bidder may submit a Bid if Bidder is or has been listed on the State of New Mexico’s list of Public Works Minimum Wage Act violators in the last 3 years. Award of the Contract will be in accordance with Article, Evaluation of Bids and Award of Contract, specified in the Instructions to Bidders.
