Albany County Sewer District owns and operates a wastewater treatment plants designated the North Plant, located on 1 Canal Road South, Menands, NY 12204. The District is presently under construction for a chemical disinfection facility with early substantial completion of August 1, 2014 with a required substantial completion of October 1, 2014. The plant design flow is 35 MGD with a peak design of 88 MGD. The average actual flow received in 2013 was 24.0 MGD. The permit requirement is seasonal disinfection May 1 through October 31 annually. The permit also has total residual chlorine limit of 0.6 mg/l which will require de-chlorination
