Chautauqua County Department of Public Facilities will receive sealed bids for the Fuel Farm at Chautauqua County Airport/Dunkirk, Invitation to Bid No. PF-1-18 PFDA. Such sealed bids must be filed with the Chautauqua County Department of Public Facilities located at 454 North Work Street, Falconer, NY 14733, PRIOR TO 2:00 PM, October 18, 2018 at which time said bids will be publicly opened and read.
BASE BID generally consists of installing two (2) new above ground 12,000 gallon storage tanks to store low lead 100 aviation (avgas) and jet a fuels, separately, including concrete pad, dispensers, pumps, filters, lining, electric static grounded hose reels, electric service, communication service, and all associated work, for a complete and operational fuel farm system. Avgas fueling shall be through a self-serve kiosk/dispenser with overwing nozzle, and jet a fueling shall be via offloading to airport owned fuel trucks with a single-point nozzle. Ladder(s), platform(s), and catwalk(s), shall be installed to provide easy access to all required monitoring ports and gauges. The new tanks shall be double-walled with built-in secondary containment. This includes specified cabinets for dispensing, reels, self-serve kiosk, and fire extinguisher equipment. Also included in the Base Bid, are all necessary modifications to both the existing fuel trucks (Jet A and Avgas) to force compliance with current edition (2017) NFPA 407, Chapter 5: Aviation Fueling Facilities, Section 5.1.12: Aircraft Fuel Servicing Vehicle Loading and Unloading Racks. Contractors are strongly urged to attend the pre-bid meeting (noted below) to gain better understanding of the existing fuel truck setups.
BID ADDITIVE NO. 1 generally consists of the safe, and non-disturbing, removal of existing above-ground jet a and avgas fuel system infrastructure in accordance with NYSDEC, NEC, and applicable codes for temporary tank closure. Removal items include, but are not limited to: dispensers, hoses, reels, emergency shutoffs (requiring safe electric service termination), meters, transformers, circuit breaker panels, etc., above-ground piping, fittings, and associated pipe accessories, signage (including sign panels, posts, and footers), lights, conduits, fittings and associated hardware. The existing fuel farm tanks shall not be disturbed. All tank venting, monitoring, and reporting systems of all tanks shall be left undisturbed, open/on, and functioning. The above ground infrastructure removal shall not leave the tank(s) vulnerable to tampering. All piping and fuel lines to remain shall be capped or plugged in accordance with NYSDEC and local regulations for temporary tank closure, to the satisfaction of the NYSDEC and Engineer.
BID ADDITIVE NO. 2 generally consists of necessary modifications/additions to the Jet A tank and self-serve dispensing system to add Jet A self-service ability through the Base Bid self-service kiosk, to Jet A fuel customers via an additional overwing nozzle hose and associated reel, cabinet, etc. Normal operations shall be maintained as specified in the Base Bid. The self-service kiosk and associated software shall be capable of allowing self-service to all Avgas customers, as well as to jet aircraft customers that the owner selects, via pass code, pin, or other means of user identification.
BID ADDITIVE NO. 3 generally consists of installing an 8” thick, reinforced, 35' x 35' (WxL) concrete pad, set 0.5” to 1” below surrounding grade to provide a hard surface parking area for existing fuel servicing trucks. The new concrete pad shall be graded such that all accumulated vehicle fluid spills/leaks are contained within the footprint of the pad via a thickened, 1” high perimeter curbing. The concrete pad shall be installed on 12” subbase course, meeting the requirements of specification P-209.
BID ADDITIVE NO. 4 generally consists of a full-service maintenance contract for maintenance and equipment upkeep for any and all infrastructure installed with this project and/or related to the new fuel farm system for a period of five (5) years beyond that which is included in the Base Bid and Bid Additives. This extended maintenance contract shall include a comprehensive list of all services along with corresponding pricing per task.

Said meeting will be held at the Chautauqua County Airport/Dunkirk, 3250 Middle Road, Dunkirk, NY 14048. All interested parties are strongly urged to attend.
The project requires bonding and insurance to the contract amounts. Prevailing wage rates apply. The owner is sales tax exempt.
A complete set of Bid Documents, consisting of the Advertisement, Instructions to Bidders, , Bid, Bond Requirements, Agreement, Affidavits, Appendices A, B, and C, General Conditions of the Contract, FAA AC 150/5370-2G, Technical Specifications, and Contract Drawings, will be available on September 21, 2018, on CD, and may be obtained at the office of the Purchasing Department at 454 North Work Street, Falconer, NY 14733 only. A refundable deposit of Fifty Dollars ($50.00) will be charged for each CD containing the plans and specifications. Checks shall be made payable to “Chautauqua County Department of Finance.” No refunds will be made after (30) thirty days from the bid opening. No vendor shall receive specifications prior to receipt of a deposit by the Purchasing Department. Vendors requesting that plans and specifications be sent Federal Express or UPS shall be responsible for all associated costs of shipping.
NOTE: Chautauqua County shall not be held responsible for the completeness or accuracy of any bid documents received by a vendor that were not directly issued to that vendor by the Chautauqua County Purchasing Division.
Any vendor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with the Chautauqua County Purchasing Division.
