RFP-2-18 INS - Health Insurance Broker

SCOPE OF WORK
         Chautauqua County desires to contract with a Health Insurance Broker / Consultant to perform a full range of services related to the design, implementation, maintenance, communication, and improvement of the group health insurance plan.
 
Specific duties include but are not limited to:
 

• Advise and bind health insurance.
• Assisting the Insurance Administrator in administering all group health insurance plans, responding to questions from and providing information to, and providing other consulting series during the course of the plan year.
• Assist the County during new hire orientation as needed.
• Assisting County in complying with laws and regulations related to employee benefits.
• Reviewing claims experience, claim service, and claim administration to ensure maximum benefit to County.
• Determining and recommending the most economical funding methods for the benefit programs.
• Representing County in all negotiations with providers on all issues including those related to premiums, benefit levels, plan design, and special terms and conditions.
• Make recommendations concerning changes in terms, conditions and limits of coverage; based on best industry practices.
• Provide a detailed report of solicited policy renewal options available to County.
• Develop annual stewardship report, included a schedule of insurance, policy summaries, review of past year’s activities and outlook for coming year’s market conditions.
• Meeting with and providing reports to various County representatives including the HR Director, County Executive, and Director of Finance.
• Provide general problem-solving throughout the year.
• Assisting County with the implementation and communication of new programs or changes to existing programs, which will include attending and presenting information at Open Enrollment meetings.
• Researching and advising County of any new development in the law and employee benefit programs on an ongoing basis.
• Provide advice and support during union contract negotiations.
• As requested by County, preparing bid specifications and soliciting proposals from insurance markets that specialize in group insurance plans as needed.  Evaluate bids and bidders, including administration, claim payment procedures, customer services, network, reserve establishment policies, financial soundness, and identifying the most cost-beneficial package from among the various bidders.
• Interface with insurance carriers as needed to assist the County in the resolution of problems associated with the benefit programs.
• Assist County in drafting insurance specification for contracts and agreements as requested.
• Collaborate with the County to provide a high quality wellness / risk reduction program including but not limited to the coordination of various onsite events, educational programs, and contests.
• Participate as a member of the County’s Wellness and Health Insurance Review Committee which meets bi-monthly.
