1. Intent of Proposal:
Chautauqua County (hereinafter County) seeks to solicit proposals from interested, experienced, and qualified individuals, firms, and businesses (hereinafter referred to as “Respondents”) to provide transporting and recycling services for scrap tires collected and stock piled by County.
The successful Respondent shall provide, among other things, all equipment, materials, and labor necessary to collect, process, and transport scrap tires generated in the County.
Furthermore, the Respondent shall be responsible for hauling, processing, recycling scrap tires in accordance with all applicable state, federal, and local environmental and safety laws, regulations, permits, ordinances, and standards (collectively, hereinafter referred to as the “Services”) and provide copies of transport manifests and certification that all tires were recycled or used to provide tire derived fuel. In responding to this RFP, Respondents must follow the prescribed format as outlined herein.
1.2 Background
The County operates (1) transfer stations where all tires received from county residents are collected and piled loosely for recycling. The successful Respondent will coordinate work through the landfill director or a designated County employee.
1.3 Scope of Work
The successful Respondent will be responsible for the following:
a) Providing transportation to the designated scrap tire processor for recycling or use as tire-derived fuel. The successful Respondent shall ensure that its personnel performing the services are trained and experienced in the handling, transportation, processing, and proper recycling of scrap tires. The County will ensure collection site provides ample space for the efficient handling of trailers by the selected Respondent.
b) Providing all equipment materials, machinery, vehicles (including, 100 cubic yard walking-floor or fifty-three (53) foot trailers) and labor necessary for the purpose of loading scrap tires of all sizes accumulated by the County at transfer station collection site.
c) Recycling all scrap tires (including, but not limited to, passenger tires, truck tires, tractor tires, and oversize tires) and rims materials brought to the collection sites in accordance with all applicable local, state, and federal laws, rules, and regulations. Any scrap metal salvaged from removing rims collected from scrap tires or passenger tire equivalents shall become the property of Respondent. The initial removal must be completed within 10 months of contract award date. Regular six (6) month pickups thereafter.
d) Accepting title and legal generator status (by manifestation) once the material is loaded on Respondent’s vehicles and the vehicles leave the collection sites.
e) Ensuring that the transportation and disposal of all scrap tires or passenger tire equivalents utilize licensed hauling and storage equipment to a designated, licensed disposal site pursuant to any and all applicable local, state, or federal laws and regulations when transporting and disposing of scrap tire material. Respondents will be responsible for locating, contracting with, and hauling the collected scrap tires or passenger tire equivalents to a NYSDEC approved scrap tire processor as identified at https://www.dec.state.ny.us. The scrap tire processor may or may not be owned and operated by Respondent. Respondent shall inform the County in its proposal of the scrap tire processor to be used and provide the location(s) where the scrap tires will be delivered with the name(s) of the contact person(s), full address(es), minimum load requirements, and mileage. Respondents shall also indicate in their proposal the price of processing and transporting all scrap tires and passenger tire equivalents to the scrap tire processor.
f) Weighing the material collected County landfill scales before departing collection site;
g) Maintaining all manifests required by the New York Department of Environmental Conservation Waste Transporter (6 CRR-NY 364) regulation and all jurisdictions through which the scrap tires collected are transported and the final destination where the waste shall be recycled or used as tire derived fuel of are to be completed by Respondent with verification copies provided in a timely manner to the County.
h) Ensuring that the vehicles and equipment utilized for transporting the scrap tires collected meet all requirements for such vehicles and equipment of the State of New York waste transporter regulation (6 CRR-NY 364) and all states through which the materials will be transported.
