Sealed Bids will be received in the Chemung County–City of Elmira Purchasing Department, Second Floor,John H. Hazlett Building, 203 Lake Street, Elmira, New Yorkuntil1:45 P.M. on March 15, 2022 where the bid opening will be broadcast publicly via WebEx at 2:00 P.M. on the date due. Login information to the Webexmeeting can be found on the Purchasing website at:https://www.chemungcountyny.gov/438/Open-Bids.Nobidder may withdraw their bid within forty-five (45) days after the date of the bid opening.

Bids maybe submitted electronically via the Empire State Bid System website at
www.bidnetdirect.com/new-york OR delivered in hard copy (in duplicate) to the Chemung County Purchasing Department, at the above address. Please refer to page 2 of the bid document, Bid Electronic Submission Procedures, for further instructions on submitting your bid electronically.
•The Purchasing Office is closed between 12:00 Noon and 1:00 P.M.daily.
•The Purchasing Office receives one (1) daily US Mail deliveryafter 2:00P.M.
•Any bid received in the Purchasing Office or electronically after 1:45 on the due date will not
be considered
.
•If submitting Electronic bids, hard copy bids are not required to besubmitted.
•Hard copy bids delivered to the Purchasing Department must bein duplicate(one original and
one exactcopy).
•The County of Chemung reserves the right to reject any and all bids and to waive any
informality.
Proposals must be made upon and in accordance with the bid documents. Bid documents may be obtained on or afterMarch 1, 2022 online atwww.empirestatebidsystem.com.Vendors must first register for eitherthe free service or the paid service at that site. The paid service is not required to obtain County or City

click on the title of the bid or search theNIGP codes. Copies from any other source are not considered
official copies. Only those proposers who obtain bidding documents from the Empire State Purchasing Group are guaranteed to receive addendum information,if such information is issued.
