RFP-2052 - Professional Consulting Services Related to a Circulation Study for the Village

The scope of work will include:
1. Identifying existing traffic patterns, causes of traffic congestion, and safety issues (real or
perceived) for all users. Consider the future build scenario with the Horseheads Connector
Road and its impact on Hanover Square.
2. Identifying a range of solutions for vehicular and pedestrian improvements that will help to
sustain and improve activity in Hanover Square. ECTC anticipates that the Village will use the
final product to pursue grant funding for these improvements; therefore, it will be important to
tie recommendations to potential funding sources. A clear, in-depth preliminary estimate for
each solution must be included.
3. Identifying potential area-wide improvements regarding access management and traffic
calming
4. Identifying parking locations and potential improvements as well as suggestions for
wayfinding and signage.
