Description

GENERAL: Chemung County purchases a quantity of FINE AGGREGATE as de-icing sand for the Elmira Corning Regional Airport (ECRA) and various Municipal highway departments.

1. The Elmira Corning Regional Airport (ECRA) estimates it will purchase approximately three hundred (300) total tons of airport de-icing sand per year on an as-needed basis. This is an estimate only and shall not be construed to represent either minimum or maximum quantities to be ordered. Bidder shall provide FAA approved Airport Grade Deicing Sand at the bid price without regard to actual quantities ordered.

1. Chemung County Department of Public Works estimates it will purchase approximately five thousand (5,000) tons of highway de-icing sand per year on an as-needed basis. This is an estimate only and shall not be construed to represent either minimum or maximum quantities to be ordered. Bidder shall provide clean highway deicing sand at the bid price without regard to actual quantities ordered

Please take note:
Bids may be submitted electronically via the Empire State Bid System website at www.bidnetdirect.com/new-york or delivered in hard copy (in duplicate) to the Chemung County Purchasing Department, at the above address. Please refer to page 2 of the bid document, Bid Electronic Submission Procedures, for further instructions on submitting your bid electronically.

The Purchasing Office is closed between 12:00 Noon and 1:00 P.M. daily.
The Purchasing Office receives one (1) daily US Mail delivery after 2:00 P.M.
Any bid received in the Purchasing Office or electronically after 1:45 on the due date will not be considered.
If submitting Electronic bids, hard copy bids are not required to be submitted.
Hard copy bids delivered to the Purchasing Department must be in duplicate (one original and one exact copy).
The County of Chemung reserves the right to reject any and all bids and to waive any informality.

Proposals must be made upon and in accordance with the bid documents. Bid documents may be obtained on or after March 16, 2022on line at www.empirestatebidsystem.com. Vendors must first register for either the free service or the paid service at that site. The paid service is not required to obtain County or City bids. Copies from any other source are not considered official copies. Only those proposers who obtain bidding documents from the Empire State Purchasing Group are guaranteed to receive addendum information, if such information is issued.
