production operations of cold in-place reclamation which recycles bituminous pavement with:
i.A specified amount of the aggregate base layer directly below the bituminous material
ii.Stabilizing agent:
1.Liquid asphalt emulsion (High-Float Emulsified Rejuvenating Agent
(HFRA))
2.Calcium Chloride
iii.May include the addition of virgin aggregate.
