Summary of Specifications:
The City of Elmira, New York, is seeking qualified planning consultants, urban designers, and multi-disciplinary firms or teams to submit a written proposal in response to this Request for Proposals (RFP) to provide professional services for the purpose of developing a new Comprehensive Master Plan in accordance with the requirements set forth in the Scope of Work. The main deliverables as part of the work program is a comprehensive plan to guide future decision-making in the City of Elmira and that furthers the goals and strategies of the Southern Tier Regional Sustainability Plan.
