1. Development of an annual strategy, in coordination with the Airport and other major stakeholders,
for improving service
2. Make recommendations to Director of Aviation about service improvement opportunities
3. One airline headquarters meeting per year, per servicing airline to present updated airport and
community information and discuss service improvements. Two additional meetings with
prospective airlines as determined by the Director of Aviation.
4. Participation, with the airport, at one Airline and Airport Conference per year.
5. Provide quarterly information including top 50 O&D markets for the airport and the region.
6. Develop and provide additional analysis and data reports as needed to inform the airport,
community and carriers.
7. Serve as the airport’s spokesperson to incumbent and potential air carriers.
8. Aid in developing and maintaining Air Cargo Service to the Elmira Corning Regional Airport

Consultants are encouraged to offer additional techniques and/or programs which may have proven
successful in their past experience. The Airport is open to a Proposal that recommends the best possible
Scope of Work to accomplish the desired information and objectives, within reasonable fee structure.
