Summary of Specifications:
Sealed bids will be received in the Chemung County - City of Elmira Purchasing Department, Room 403, Fourth Floor, John H. Hazlett Building, 203 Lake Street, Elmira, New York 14901, until 1:45 P.M. on November 29, 2012, where they will be publicly opened and read aloud at 2:00 P.M. on the same date. No bidder may withdraw their bid within forty-five (45) days after the date of the bid opening. 

It is Chemung County's intent to award the bid(s) to the responsive bidder submitting the lowest responsible total gross sum bid for each group of items (Group 1 or 2).
