The City of Albany, NY is soliciting Proposals for small volume, online form (JotForm.com) credit card processing services.
The qualified vendor shall provide a payment processing service compatible with Jotform.com and includes ACH and credit card processing via a PCI-compliant payment system so taxpayers, residents, customers, or any person or entity wanting to make a payment to the City (collectively, “Payers”), using certain software and online functions accessed through the internet or cellular service and developed by selected vendor, may make any type of payment(s) to any City department. Payment requests received through this online system shall be processed based on the options established by the City using payment methods established by the City and its selected depository institutions and/or credit and debit card issuers (collectively, “Banks”).
These methods may include credit and debit card payments or electronic ACH transactions from Payers’ bank accounts into the City’s bank account. Payments made by credit or debit card are subject to operating rules and regulations of the card issuer.
The City and selected vendor shall not be liable to Payers for any changes to the services required by the card issuers or other intermediary processors, or for any inability to provide credit or debit card processing services as a result of the withdrawal of authorization from the issuing companies.
