SECTION 1: PURPOSE
1.1 The City of Albany (hereinafter referred to as the “CITY”) hereby requests Proposals from
qualified firms or individuals to provide employee recruitment services on an as-needed
and non-exclusive basis.
1.2 The CITY’s Department of Administrative Services is responsible for providing oversight
of the day-to-day functions of city government and ensures that all City departments have
the resources and support they need to incentivize the workplace and provide high-quality,
valued services to the public. The CITY provides a gamut of services which include
sanitation, recreation, community development, administering death and birth certificates,
and public safety. One of the Department’s functions is to oversee citywide hiring, civil
service testing, and benefits administration. The City workforce is comprised of
professionals from specialized technical to professional to a laborer workforce comprised
of 13 collective bargaining units. Examples would be recreation aides to laborers to clerks,
engineers, lawyers, business accountants, urban planners, to HR and IT Specialists. Like
many municipalities, the CITY is struggling with retaining staff and gauging the workplace
climate of staff to better assess the needs of the workforce. Due to the current climate, the
CITY cannot compete in a highly competitive job market.
