SECTION 1: PURPOSE
The City of Albany (the “City”) hereby requests Proposals from qualified vendors to provide a Planning
and Development Land Use Management Software. The purpose of this software is to improve and
streamline land use processes to result in timely, accurate, and easy-to-access information. The City
seeks a software solution that is easy and intuitive to use for customers as well as City staff. The software
should serve as both a permitting system for land use related matters and as an intuitive guide for the
general public where all relevant rules, regulations and instructions are organized into one approachable
place.
The software must be parcel-based with GIS capabilities and offer full integration with one or more
electronic plan review systems as well as the potential to accept payments online.
The proposal should include all services and costs to purchase and implement the software system,
including but not limited to: delivery, installation, integration, customization, data conversion and
migration, training, documentation, project management and licensing maintenance.
Minority Business Enterprises and Women's Business Enterprises are strongly encouraged to submit
Proposals.
SECTION 2: RECEIPT OF PROPOSALS:
2.1 Proposers may submit Proposals by mail, hand delivery, or electronically
via BidNetDirect.com no later than Friday, December 29, 2023 at 2:00 pm. If a
Proposer chooses to submit a Proposal by mail or hand delivery, then two (2) copies
of the Proposal must be received in a sealed envelope marked “Proposal Enclosed –
RFP 2023-40 - Land Use Management Software System for the Department of
Planning & Development” at the address below. Please include an electronic version
