Summary of Specifications:
INTENT It is the intent of the City of Albany to solicit bids for the purchase of various plants and flowers for the 2016 summer planting season. All plants are to be supplied in 6-cell packs (1/2” x 2-1/4” x 2-1/4”), or comparable 4-cell packs, with 48 plants per flat, otherwise specified or agreed upon by the City Gardner. QUALITY Only top quality flowering plants, which have been inspected and certified to be disease and insect free, are to be supplied. Seedlings will not be accepted. A 5% retainage will be held back on vendor invoices by the City of Albany. In the event that there is a significant failure to bloom in one or more species the City will contact the vendor. This retainage will be released to the vendor at the end of the summer if they demonstrate that the problem was due to no fault of the vendor or if the vendor agrees to compensate the City in an equitable and proportional manner with fall plantings. HANGING BASKETS FOR VARIOUS CITY PLANTING LOCATIONS Bidder will supply two-hundred fifty (250), 16” diameter round flat bottom liners. Each of the baskets shall contain “Supertunia” Petunias including various multi-colored Petunias. Bidder will also supply fifty (50), 16” Lark Street baskets of which each shall contain “Red and Pink Blakan Geraniums” with “Pizzazz Begonias.” Bidder is responsible for providing wire baskets with each hanging basket. INVENTORY, INSPECTIONS & LABELING The City of Albany, Department of General Services shall take inventory and inspect all plants for compliance with requirements. The bidder will allow inspections of the plants throughout the growing period. At a minimum, the City will schedule an inspection of the plants in May 2016. All flats will be clearly marked as to their variety. The flats are also to be marked the property of the City of Albany or the bidder may designate a greenhouse(s) specifically for the City of Albany contract. SUBSTITUTIONS Substitutes are not desired, however, if substitutions are anticipated, the bid shall be clearly marked. Substitutions shall be fully described. No substitutes will be allowed without prior authorization by the City of Albany. All substitutions shall be labeled. DELIVERY The City of Albany Department of General Services will make multiple pick-ups of the plants, if the bidder is located within a 10-mile radius of the City of Albany. If the bidder is outside a 10-mile radius of the City of Albany, the bidder will be responsible for multiple deliveries at a specified time and location within the City, to be designated by the City of Albany. AVAILABILITY All plants shall be made available to the City of Albany from June 1, 2016 through July 1, 2016. The planting schedule should be staggered so that approximately 1/3 of the plants are ready by June 1 (mainly Petunias); 1/3 by June 15; 1/3 by July 1. Vendor is responsible for maintenance and watering of all plants until the City of Albany takes possession of the plants by accepting deliver of the plants or picking them up at the location of the vendor.
