1. The City of Albany’s Office of Audit and Control seeks proposals from qualified consultants to conduct a racial bias audit of the Albany Police Department (hereinafter referred to as “APD”). The objectives of this audit are (1) examine APD’s internal operations, policies and procedures to detect the presence of disparities in implicit and racial biases from the past five (5) years. The data retrieved and analyzed through the audit process will be used to (2) evaluate APD’s policies, initiatives, and practices that impact Albany residents, in particular, Black members of the Albany community; and (3) provide the administration with baseline information to inform the City of Albany’s response to Governor Andrew M. Cuomo’s Executive Order No. 203: New York State Police Reform and Reinvention Collaborative.
