SECTION 1: PURPOSE
1.1 The City of Albany invites qualified tree service contractors to offer proposals for the Dormant
Season Tree Removal of 40+ trees as part of the Tallmadge “Pocket Forest” Health Project. These
trees are growing on a small minimally maintained pocket of City-owned property in a residential
neighborhood.
This is NOT a land clearing operation, but rather is intended to remove dead, dying, and damaged
trees to improve the health and reduce the risk posed by the remaining trees.
The work site is comprised of the right of way of a planned (or “paper”) street called “Oneida
Terrace” and the associated City-owned parcel at 15 Talmadge. Together they form a rectangular
parcel of roughly 1/3 of an acre bound on the west by Wood Terrace and the east by Tallmadge
Avenue. Many of the trees growing here are weed trees that have sprung up over the years,
although there are some (most notably the pin oak) that predate the neighborhood’s subdivision
and development.
This is a Dormant Season Operation, which must be completed before March 15, 2024. Because
of the terrain, particularly heavily saturated parts of the site and the presence of mature trees, work

shall only be conducted temperatures have been consistently below freezing for the previous 48
hours and the ground is firm.
Prevailing Wage, as determined by the New York State Department of Labor Wage Schedules,
will apply for all those working on this Project.
A MANDATORY pre-bid site visit and walk through will be begin at 15 Talmadge on Wednesday,
January 3, 2024 at 9am.
1.2 The ensuing contract for these services and provision of materials will commence in or about the
EFFECTIVE DATE and will terminate on December 31, 2024, with two (2) one-year (1) extension
periods.
