TECHNICAL SPECIFICATIONS
INTENT
It is the intent of the City of Albany’s Department of Water & Water Supply to solicit bids for the provision of water & sewer supplies.
GENERAL
The Department of Water & Water Supply requires just-in-time inventory for water & sewer supplies (as detailed in the bid sheet), during emergency events. In the event of an emergency, or to prevent an emergency from occurring, the Department of Water & Water Supply reserves the right to procure items included on the bid sheet from an alternate source, vendor, or manufacturer if the awarded vendor cannot comply with the just-in-time inventory requirements. All quantities included on the bid sheet are for demonstrative purposes only and does not guarantee nor is it an agreement to purchase listed quantities. However, said quantities reflect historical usage. It is the intention of the Department of Water & Water Supply for the unit prices on the bid sheet to include the total cost to obtain an item. Costs to include in the unit price are as follows, but are not limited to:
a. Base price of the item
b. Cost of any warranty for item
c. Cost of delivery
d. Any other cost necessary to obtain and use item
Any and all products which contain any steel or iron must be American sourced.
It is the intention of the Department of Water & Water Supply to award one or multiple contracts to one or multiple vendors, based on categorical groupings on the “Attachment A” – 2022 Water & Sewer Supplies Bid Sheet. However, the Department of Water & Water Supply reserves the right to award by individual line item, at their discretion. The categorical groupings are to be awarded as follows:
Water Supplies:
Group 1 – Wide Range Pipe Couplings up to 12”
Group 2 – Wide Range Pipe Couplings over 12” *Must meet American Water Works Association specification C219, NSF61, MSF372
Group 3 – Ductile Iron Pipe; 4” – 12” Class 52 *Must meet American Water Works Association specification C151 Push-On Type Joint 21
Group 4 – Ductile Iron Pipe; 16” – 60” Class 52 *Must meet American Water Works Association specification C151 Push-On Type Joint
Group 5 – Valve Boxes, Caps & Risers
Group 6 – Gate Valves; 4” – 12” *Must meet American Water Works Association specification C515 Group 7 – Brass Service Fittings *Must meet American Water Works Association specification C800, NSF/ANSI 372
Group 8 – Curb Boxes, Caps & Risers
Group 9 – Rolled “K” Copper *Must meet American Water Works Association specification C800, NSF/ANSI 372
Sewer Supplies:
Group 1 – Manhole Frames, Covers & Catch Basins
EQUIVALENT PRODUCT
Bids will be accepted for consideration on any manufacturer that is equal or superior to the specifications in the attached bid sheet. Decisions of equivalency will be at the sole interpretation of the City of Albany’s Department of Water & Water Supply. A blanket statement that item proposed will meet all requirements will not be sufficient to establish equivalence. Original manufacturer’s specifications of the proposed item(s) are to be submitted with the proposal. As noted, within Water Supplies groups 2, 3, 4, 6, 7 and 9, items bid for these sections must comply with the American Water Works Association specifications. All modifications made to the standard production unit described in the manufacturer’s specifications must be certified by the manufacturer and submitted with the bid, or the bid will be deemed “non-responsive” and rejected without further review. Bidder must be prepared to demonstrate an item similar to the one proposed, if requested.
