Water Filtration Plant Chemicals
The City of Cohoes, New York Central Purchasing Department is requesting sealed bids for the Office of Central Purchasing for: A one (1) year long contract (with the option to renew for two (2) years) to purchase numerous chemicals at unit cost for the City of Cohoes Water Filtration Plant.
The following chemical (s) are requested at unit cost: LIQUID ALUMINUM SULFATE
Material Specifications:
The Liquid Aluminum Sulfate supplied must be manufactured using un-refined Bauxite ore and Sulfuric Acid. Hydrate-based material will not be accepted. The product must contain a minimum of 8.3% Aluminum Sulfate and have a PH of 2.1 to 2.5. Alum should not contain any free acid.
Suppliers must provide local technical support and minimum 5 days a week delivery. Bids accepted from company only – No brokers.
Supplier of Aluminum Sulfate must be able to provide up to 4,000 gallons per delivery.
REFERENCES:
Vendor MUST submit references for a minimum of 3 municipal water treatment facilities in New York that currently use this product. References shall include the name of the utility, contact name, phone number and length of time the product has been in use at that facility.
Other Requirements:
The vendor shall provide training for the treatment staff in the handling, proper usage, and application of the product. The vendor will also provide semi- annual jar test optimization services. Training shall be provided at no cost to the city.
Successful bidder is required to provide annual New York State Department of Health (NYSDOH) approved operator training for NYSDOH credit hours. Training shall be provided at no cost to the City.
In the event of a change of supplier and product the new vendor will be responsible for the costs associated with the cleaning of the bulk storage tanks prior to any new product being introduced.
Bidder shall have at least two employees available by phone or in person who are knowledgeable in coagulation using Liquid Alum. The names and cell phone numbers of these people must be included with the bid. The person(s) must be available twenty-four hours per day, seven days per week, each day of the year for the term of this contract.
A qualified service technician shall reside within 50 miles of the treatment plant and be available for on-site emergency service within 24 hours of a request for help.
Bids will be received by the Cohoes City Clerk, 97 Mohawk Street, Cohoes, NY, until 9:30 A.M. on March 6, 2018. Bids will be opened publicly and read aloud in the Common Council Chambers, Second Floor of City Hall at 10:00 A.M. on March 6, 2018.
Any bid not received by Central Purchasing by 9:30 A.M. on March 6, 2018 will not be accepted.

Bid documents picked up in person, or mailed will have a fee of $5.00 to cover the cost of reproduction. Bid packages will be e-mailed at no cost.
The City of Cohoes reserves its right to reject any and all Bids, award chemicals individually, to waive any and all informalities and to disregard all non-conforming, non-responsive or conditional Bids.
Minority Business Enterprises and Women's Business Enterprises are encouraged to respond.
