The City of Kingston seeks a qualified consultant to assist the City of Kingston to design an affordable housing incentive fund.

The goals of the fund include:

Encourage the development of new mixed-income, supportive and/or affordable housing throughout the City of Kingston by providing capital subsidies for rental or for-sale property.
Complement other housing policy initiatives, including the goals of the City’s new zoning code
Deploy grant funds to complement tax credits and existing affordable housing finance tools
Determine how to prioritize investment among projects with varying levels of income targeting
