The purpose of this bid is to establish a price for the procurement of Façade Renovation Services for the City of Kingston Office of Grants Management.
In 2017, the City of Kingston was awarded a $10 million New York State Downtown Revitalization Initiative (DRI) to make various improvements to the Stockade Business District in uptown Kingston. With $600,000 from NYS Office of Community Renewal (OCR), the City launched the Stockade Business District Small Grants Program, through which it has and continues to award funds to local small business and property owners to make improvements to their businesses or properties. It is comprised of three programs: the Micro-enterprise grant program, the Business Façade Improvement grant program, and the Residential Rehabilitation grant program. For each program, the City released a Notice of Funding Opportunity and a panel consisting of City staff and community stakeholders reviewed applications for eligibility and merit. All grants are reimbursement-based.
Specific to the Business Façade Program, selected applicants, i.e., Property Owners, were sent award letters. As required by OCR, the City hired a firm to test each property for environmental contaminants and seek approval from the New York State Historic and Preservation Office (SHPO) (applicable results contained herein). Individual contracts between the City and Property Owners will be signed after OCR approves the final scope of work.
The successful bidder to this RFB shall execute a contract with the individual Property Owner. Each individual Property Owner is responsible for payment to the successful bidder. The terms of payment shall be determined between the successful bidder and each individual Property Owner. The successful bidder shall provide an itemized invoice to the Property Owner. At which point the City shall reimburse each individual Property Owner for payments made to the successful responder/bidder. The City is then reimbursed from OCR.
