RFP# 15.17 - Alcohol and Drug Testing Services

The City of Newburgh is requesting proposals from qualified firms to provide complete drug and alcohol testing of City employees, including but not limited to police officers, firefighters and other employees who hold commercial driver’s licenses as required by the U.S. Department of Transportation as follows:

• Annual alcohol and drug testing, random and reasonable suspicion testing of police officers and firefighters
• Random alcohol and drug testing, post-accident and reasonable suspicion testing of City employees with commercial driver’s licenses
• Complete processing, records retention and reporting and notification of results to the City
• Must be able to respond to emergency, post-accident, reasonable suspension testing 24 hours a day, 7 days a week, 365 days per year. Must be available to perform post-accident and reasonable suspicion testing within two (2) hours after notification by the City
• Conduct drug/alcohol testing on the City’s premises as well as at firm’s office location that is within 20 miles of the City
• Provide federally required supervisor training and other drug-testing related employee training as requested by the City
• Provide testimony and records necessary to support City disciplinary hearings
