Sealed bids will be received by the City Comptroller in City Comptroller’s Office at City Hall, 83 Broadway, 4th Floor, Newburgh, New York 12550 until 12:00 p.m., prevailing time, Thursday, December 8, 2022 for Potassium Permanganate for the City of Newburgh Water Department, New York.

1. All questions and inquiries concerning this Bid Document shall be submitted electronically to Chief Plant Operator, George Cobb at GCobb@cityofnewburgh-ny.gov or Senior Operator, Carmen Marino at CMarino@cityofnewburgh-ny.gov no later than 12 p.m. on Tuesday, December 8, 2020. If any responses to questions received require a change to the Bid Document or could effect a Bidder’s proposal, the City shall issue Addenda accordingly which shall be posted to BidNet. Such Addenda, if issued, is the responsibility of the prospective Bidder to periodically review the solicitation on BidNet and download such document for review. Bids will not be accepted from any Bidder submitting their Bid who has not downloaded and acknowledged the Addenda, if any, the City issued.

All bids must be submitted on the provided bid forms. All bids must be in original form and submitted in a sealed envelope clearly labeled “Potassium Permanganate” on or before the aforementioned due date and time. Bids submitted after the deadline will not be considered. Faxed or photocopies will not be acceptable.
Bidders are required to execute a non-collusion bidding affidavit pursuant to section 103d of the General Municipal Law of the State of New York. The City of Newburgh is exempt from payment of Federal and State taxes on all materials supplied to the owner pursuant to their contract. Bids submitted without a non-collusion bidding affidavit will not be considered.
No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of the bids without the consent of the City of Newburgh Comptroller.
The award of their bid may be subject to approval by City Council. The City reserves the right to reject any or all bids, or to accept any part of the bid without accepting the whole thereof, or to accept such bid they deem to be in the best interest of the City.
