Summary of Specifications:
SUBJECT: Rental of Industrial Linens and Garments for the City of Oneonta, New York for the period of approximately January 1, 2011 to December 31, 2012.
Service to be as requested by departments of the City of Oneonta, New York. Initially all quantities of items needed will be determined by each department head involved. Upon periodic reviews of invoices, the City of Oneonta Purchasing Department and the Department Head reserve the right to change quantities of items needed. Billing to be based on number of units cleaned and restocked each week. In no instance shall the bidder determine the initial quantity to be supplied. Choice of color of garments to be as determined by each department head. Deliveries will be made as specified by departments. Due to holidays, delivery to be made one day prior or after.
Award of bid will be made to vendor who can supply total needs of the proposed bid. Partial bids, conditional bids and/or alternate bids will be considered unresponsive and will be rejected.
All bids to be submitted on unit price basis, F.O.B.,Oneonta, New York. Bid to be awarded on TOTAL BID PRICE, to the lowest, most responsive responsible bidder. Bidder to supply firm bid price for the period starting on or about January 1, 2011 thru December 31, 2012.
Quantities referenced are estimated and may vary either up or down. Price bid shall apply to actual items cleaned (unless otherwise stated.)
The City of Oneonta Purchasing Department and/or each requesting department, reserves the right of prior approval subject to reviewing samples of clothing and material proposed for its use.
The City of Oneonta reserves the right to mix men’s cut and women’s cut clothing – pricing will be the same for either cut.
The City of Oneonta reserves the right to add other possible user departments at the same terms and conditions.
Sealed bid shall have “Bid-Linen & garment rental” marked on the outside of bid envelope.
The Municipal Law of the State of New York requires that bidders certify under penalty of perjury, that bids have been prepared without collusion with other bidders, suppliers, etc., and such certification is attached to this specification sheet.
Bid prices shall exclude all Federal, State, local or other taxes.
Bidder to furnish each person a new initial issue of pants and shirts at the beginning of each year of this bid. Pants and shirts to be replaced with new, when requested by City, if outfits become excessively worn looking during each year of this bid. Bidder to furnish a new initial issue of pants, shirts and/or coveralls when necessary to accommodate an employee size change. These replacements due to excessive wear or size change are to be without charge. All laundry and related items shall meet or exceed the requirements noted in these specifications. All laundry shall be in good repair. All clothing shall have all necessary buttons and properly functioning zippers, and shall not have any unsewn rips, tears, or holes. The City of Oneonta, New York reserves the right to waive any informalities, and or reject any and/or all bids as may be deemed for the best interest of the City.
Bidders are cautioned not to rely on any delivery service for the timely delivery of their bid to the proper department as indicated in the Invitation to Bid. Any bid received after the date and time indicated in the Invitation to Bid will be considered unresponsive and returned to bidder unopened.
Bids may be held by the City of Oneonta for a period of forty-five (45) days after bid opening for review.
