Summary of Specifications:

Specifically, the energy services company (ESCO) selected as a result of this RFP will be expected to: 1. Provide comprehensive energy services for all City of Oneonta buildings and facilities, including: a) The performance of an investment quality comprehensive energy audit and project development plan including financials b) Services associated with the procurement, design, specification, selection, hazardous waste disposal or recycling, installation, and commissioning of proposed energy efficient equipment and systems c) Continuing operations, preventive and emergency maintenance and servicing of the equipment and systems installed d) Services in connection with the arrangement of program financing e) The provision of measurement and verification of guaranteed savings. Monitoring and verification for measurement and reporting of the performance and savings from improvements f) Working cooperatively in the training, support and education of City of Oneonta staff and building occupants g) Analysis and application for Energy Star Label h) Monitoring and reporting of emissions reductions i) Financial incentives and rate reductions available from companies supplying fuel oil, natural gas, electricity, or transmission and associated distribution services j) Address and support the timely implementation of life cycle cost effective methods to accomplish NY state portfolio standards. 2.) Identify measures that can be taken to reduce operating costs for all activities and energy sources including natural gas and electricity and to reduce consumption for heating, cooling, ventilation, refrigeration, lighting, water heating, and other systems in each building and facility. Measures may involve controlling, modifying, adding, or replacing equipment and systems. The proposed performance contract resulting for the comprehensive energy audit shall include a table of the identified measures that clearly lists the costs and benefits of each measure to allow the City of Oneonta to select the group of measures to be included in the final contract 3.) Structure the terms of City of Oneonta’s payment obligations for these improvements and services such that the costs of the improvements are paid from the savings produced by the improvements in accordance with Article 9 of the NY State Energy Law. Contractual agreements shall provide that the costs of these improvements will be paid only if they are less than the resulting energy savings.
Potential Facility Improvement Measures include, but are not limited to: • Lighting Upgrade in all facilities • Installation of occupancy sensors • Upgrade of City Hall HVAC system • Upgrade of domestic water heater in Allison Building • Creation of zone control in heating system of Allison Building
• Insulation of WWTP digester tank • Building envelope & insulation improvements at City facilities • Photovoltaic generation projects at Central Garage & Public Service facility • Installation of a micro turbine at Water Treatment Plant • Replacement of electric range in Fire Department • Replace electric heat at Public Service facility with propane fueled system • Install variable speed drives & digital controls on Public Safety Building heating system • Replace faulty water meters • Install Automatic Meter Reading with integrated leak detection system • Replace Public Safety Building roof
It is the intent of the City to select a single ESCO (Energy Services Company) to provide energy efficiency improvements and services for all City of Oneonta buildings and facilities.
