Summary of Specifications:
1. Funding Needs Analysis – If requested, meet with City departments to assess current funding priority areas and identify new priority areas for funding.
Charges for Needs Analysis should be listed separately in the fee proposal.
2. Grant Funding Research – Conduct research to identify grant resources including, but not limited to federal, state, foundation, agencies and organizations that support the City’s funding needs and priorities in the following general areas (by way of illustration but not limitation): • Community/Economic Development • Criminal Justice Technology and Programs • Housing and Housing Programs • Infrastructure Development and Maintenance • Homeland Security • Other Technology • Parks and Recreation • Transportation • Workforce Development
On a regular basis (frequency to be negotiated within the scope of the contract) provide the City with summaries of potential funding opportunities. Summaries should include, but not be limited to, name of agency, due dates for applications, eligibility, a brief program summary, and the level of funding available.

On-call Grant Research – In addition to the areas defined in #2 above, other areas may also be identified through the Funding Needs Analysis process if undertaken and throughout the duration of the contract as requested. The scope of work may also include researching grant opportunities identified by the City.
4. Grant Proposal Development – Provide general grant proposal writing services associated with the completion of grant applications on the behalf of the City of Oneonta, including the preparation of funding abstracts, and production and submittal of applications to funding sources. A copy of each grant application package submitted for funding, in its entirety, is to be provided to the City of Oneonta.
5. Program Delivery and Administration- Include an hourly fee schedule for services, should they be required during the course of the contract.
6. Training for City Employees - Provide training in areas such as grant writing, identifying funding sources and best practices.
