The City of Poughkeepsie, New York is seeking a consultant to conduct a thorough analysis of the City’s sanitation division and operation which operates within the City’s Department of Public Works. The study should identify potential ways to enhance operational efficiency, reduce cost, and improve customer service. The expected final work product will be expected to provide recommendations that explore possibilities for shared services, for example, City Sanitation providing service to the City of Poughkeepsie School District, and/or to the County of Dutchess, the Poughkeepsie Housing Authority, and whether or not the City should re-enter the business of collecting garbage from the so-called 4-11 properties, which are currently being serviced by private haulers at the owner’s expense. In addition, the study should seek to answer questions concerning the appropriateness of current equipment, i.e. is it sufficient for the current workload, would a different configuration of sanitation truck be more efficient and practical given fixed conditions such as width of city streets, and to what extent would new equipment be required in order to implement any of the study’s recommendations.
