CONTRACT TYPE: This is a UNIT PRICE contract, and includes Bid Alternates 1 thru 2.
PROJECT SUMMARY: This Project consists of the improvements to 2024 Water Main Lining and Lead Service Line
Replacement Project Grant #19663 on various City streets.
The scope of the work consists of cleaning and lining approximately 5.5 miles of City water mains and
replacing 750 existing lead, lead-lined, and galvanized water services. This work is to be performed on
various streets within the City, as shown on the Contract drawings. The water main rehabilitation method
consists of mechanically cleaning the interior of the existing water mains to remove rust deposits and
other foreign matter and then applying a corrosion-resistant cement mortar lining to restore hydraulic
capacity, improve available fire flows, water quality and extend the useful life of the water mains.
Additionally, the excavation and abandonment of existing lead, lead lined and galvanized water services
between the water main and the curb stop will be performed. A new PE or copper service line is to be
installed inclusive of a saddle (if required), tap, service tubing, curb stop, curb box, tracer wire and
connection to the residents inside service. If both inside and outside service lines are found to be
composed of lead, lead-lined or galvanized materials the entire service line shall be replaced from the
water main to the meter. A full service line flush, from the water main to the meter location is required
following installation. The contract requires the supply and maintenance of temporary bypass pipe and
water service connections to all customers affected by the cleaning and lining process. The temporary
bypass piping system will be used to maintain fire protection and provide a continuous supply of water
to our customers during construction. Some existing water main valves and fire hydrants will be replaced
in this contract.
REQUIREMENTS: This Contract Contains an Incentive Program for Employing Qualified City Residents, Apprenticeship Training requirements; MWBE and Workforce Goals Requirements NYS EFC MWBE and EEO requirements, SDVOB Participation opportunities and requirements regarding suspension and debarment.
