Description

1.1 It is the intent of the City of Rochester to establish a unit price term service contract for the Street Design Division. The contractor will be utilized to undertake jobs on an as-needed basis to support the City of Rochester. This is a contingent contract only – there is no guarantee that the contractor will actually receive work under this contract.
1.2 The work to be done under this contract consists of construction and maintenance of the City of Rochester’s right-of-way network. Work tasks may include asphalt milling and paving, construction and rehabilitation of sidewalks, construction of speed humps, curb ramps, pavement markings, raised crosswalks, and other similar streetscape improvements.
1.3 The primary users of this contract will be the Street Design division in the Department of Environmental Services; however, other agencies of the City may utilize the contract for the services described herein.
1.4 The Contractor shall be required to provide all labor, supervision, equipment, materials and supplies necessary for services required at various facilities owned, rented, leased, or otherwise controlled by the City of Rochester, or at any other location as directed by the City.
1.5 Bidders should carefully review the Insurance Requirements of Section 15, and must certify on the Proposal that they have the insurance specified.
1.6 MWBE Goals. This contract incorporates new MWBE and Workforce goal requirements, as required by Ordinance No. 2018-54. This contract has a 30% MWBE Goal, consisting of 20% M and 10% W. This contract has workforce goals of 20% M and 6.9% W. Details about these goals, and the contract requirements for meeting these goals, are provided herein and in Appendix D. MWBE Form SP must be included with this Proposal.
1.7 Apprenticeship Training Requirements. This contract contains Apprenticeship Training Requirements. City Form AP1 and State form AT-10 for the bidder’s Apprenticeship Program, or State Form AT-10 and City Form AP3 if the bidder is using a sponsored Apprenticeship program, must be submitted with the Proposal as required by the rules and regulations for the Apprenticeship Training Program for Construction Contracts, which are included in Appendix E.
1.8 Incentive Program for Employing Qualified City Residents. This contract contains an incentive program for employing qualified City Residents. Information about this program and required documentation forms are included in Appendix F.
