Description

SCOPE

1. It is the intent of the City of Rochester Department of Neighborhood and Business Development (NBD) to establish a contract for Water Service Replacement at various residential dwellings and commercial business locations within the City of Rochester. The section of water service to be replaced is between the curb stop/box and the meter inside the building, and is commonly referred to as the “Inside Water Service”.

1. The work to be done under this contract includes, but is not limited to:

1. 1. Replace existing 1” diameter and smaller inside lead, lead-lined or galvanized water service lines with new water services between the existing curb stop/box and water meter via missiling, drilling, or excavation.
  2. Obtain owner’s signature on access agreement and provide to NBD
  3. Inform City of Rochester Water Bureau (RWB) if owner will not sign access agreement
  4. Inspect and confirm existing inside service material prior to commencing work
  5. Distribute safe drinking water literature and water filter pitchers to occupants, as furnished by RWB
  6. Obtain necessary (no cost) permit(s)
  7. Coordinate work with owner/occupant
  8. Excavate pits/trench
  9. Connect new water service line to existing curb stop
  10. Flush new water service and confirm whether or not meter is operable (If meter is not operable, call RWB Meter Services Division @ 585.428.7011
  11. Connect new water service line to existing meter setting
  12. Arrange for inspection of work by NBD
  13. Reinstall electrical ground wire.
  14. Reset existing curb box or replace with new curb box, if damaged (new curb box furnished by RWB for pickup by Contractor)
  15. Backfill pits/trench
  16. Restore disturbed surfaces

1. All work is to be performed by a plumber licensed by the City of Rochester.

1. The contractor shall supply all labor, equipment, transportation and materials to perform work. Materials may include, but not limited to: classified fill, sand, stone, concrete, asphalt, and topsoil.

1.5 The primary users of this contract will be the Department of Neighborhood and Business Development (NBD). However, other City Departments and/or Divisions may utilize the contract for the services described herein.

1.6 This contract includes incentives for utilizing qualified city residents as employees of the contractor and/or any subcontractors (reference Section 2).

1. The contractor will be utilized to undertake jobs on an as-needed basis. This is a contingent contract. There is no guarantee that the contractor will actually receive work under this

contract. The City reserves the right to award contract per City Quadrant.

1. Based on current funding available, the City anticipates completing a total of approximately 700-1,200 service line replacements over 3 years. This is an estimate and not a guarantee. The City shall issue Purchase Order for required services.

1. An Apprenticeship Program requirement is included in this contract

1. 1. Apprenticeship Training Requirements. This contract contains Apprenticeship Training Requirements. City Form AP1 and State form AT-10 for the bidder's Apprenticeship Program, or State Form AT-10 and City Form AP3 if the bidder is using a sponsored Apprenticeship program, must be submitted with the Proposal as required by the rules and regulations for the Apprenticeship Training Program for Construction Contracts, which are included in Appendix

1. Incentive Program for Employing Qualified City Residents. This contract contains an incentive program for employing qualified City Residents. Information about this program and required documentation forms are included in Appendix

1.11 NOTICE – this contract incorporates MWBE and Workforce goal requirements, as required by Ordinance No. 2018-54.
This contract has a 30% MWBE Goal, consisting of 20% M and 10% W.
This contract has workforce goals of 20% M and 6.9% W.
Details about these goals, and the contract requirements for meeting these goals, are provided herein and in Appendix C.

APPRENTICESHIP TRAINING PROGRAM REQUIREMENTS

This contract contains APPRENTICESHIP TRAINING requirements, because the total annual amount of work covered by this contract may exceed $250,000. Bidders must submit Forms AT-10, AP3, AP1 and Subcontractor forms AT-10 and AP3 if needed, with their bid. The City reserves the right to declare any bid informal and reject their bid if the required apprenticeship forms are not submitted with their bid. Complete Apprenticeship Training Program requirements are found on page in Appendix D.
