The City is seeking the services of a Consultant to perform the following services as part of this Project. Each Respondent’s proposal shall address each of the following services, using the same identifying language, including any paragraph or section numbers or letters as used in the RFP.
1. Develop an overall City of Rochester ARPA subrecipient monitoring plan
2. Maintain an inventory of subrecipients for ARPA funded projects
3. Identify available quantitative and qualitative data and metrics that could be used to evaluate subrecipient program performance and impact
4. Develop a methodology to ensure subrecipients and respective programs are collecting required data and metrics and determine validity of such data collection
5. Collect and analyze program data to evaluate subrecipient program achievements and impacts
6. Use program data review and analysis to ensure subrecipients are in compliance with ARPA qualified use and expenditure guidelines
7. Identify subrecipient program strengths, obstacles, and opportunities
8. Develop accountability action plans for subrecipients that are failing to meet expected outcomes.
9. Provide semi-annual reports that reflect analysis of qualitative and quantitative data, subrecipient adherence to Treasury guidelines, subrecipient program achievements,outcomes, and impacts, adn provide recommendations for program improvement where appropriate.
