Request for Qualifications – Independent Compliance Officer Services
The Rochester Joint Schools Construction Board is seeking the services of an independent compliance officer firm with expertise in business and workforce compliance monitoring, data tracking and verification, accounting, reporting, forensic analysis and community outreach for Phase 3 of the Rochester Schools Modernization Program (“RSMP”) of the Rochester City School District and the City of Rochester.  Phase 3 of the RSMP includes up to 12 schools up to a total cost of $475 million.  The independent compliance officer shall provide business utilization monitoring and reporting, workforce participation monitoring and reporting, field verification, certified payroll review, MWBE/DBE training and support, program report verification, and community outreach services throughout Phase 3 of the RSMP as described in the Request for Qualifications.
