Summary of Specifications:
The City of Rome, New York, is currently seeking an individual to act as the contracts compliance officer responsible for compliance with Federal, New York State, and local laws and regulations. The successful candidate will act as an independent contractor, responsible to provide oversight and timely compliance with all contracts, reporting and monitoring required by appropriate Federal, State and local laws and regulations including, but not limited to: audits and financial management; procurement; labor standards; environmental review; equal opportunity; lead-based paint and Fair Housing. Responsibilities will include monitoring, supporting and ensuring effective management, administration, and compliance on the part of the City and all contractors and subcontractors who have agreements or contracts with the City to provide required services or products. The term of the professional services agreement will be one (1) year. The successful applicant will have a four (4) year degree and a minimum of four (4) years of appropriate work experience in administering state and federal grant-funded projects and be familiar with OMB - Office of Management and Budget circulars which govern all rules for Federal grant management as well as requirements of New York State funding agencies and organizations.
