RFB-2011-012 ROD MILL REUSE STRATEGY – PHASE I: WATERFRONT INFRASTRUCTURE, BOAT LAUNCH, & BOAT DOCK
will be received for the construction of a new boat launch, boat dock, asbestos abatement, partial building demolition, landscaping, site lighting, and other site appurtenances at the former Rod Mill site in the City of Rome, Oneida County NY.
The City of Rome will receive bids in the Office of the City Clerk, City Hall, 198 N Washington Street, Rome, NY 13440 until 3:00 PM local time on September 29, 2011, at which time bids will be publicly opened and read aloud at the regularly-scheduled meeting of the Board of Estimate & Contract. Bids shall be accompanied by money order, certified check or bid bond in the amount of five percent (5%) of the bid, payable to the order of the Rome City Treasurer, City of Rome, New York. The successful bidder will be required to furnish a Performance Bond and a Labor and Materials Bond in the amount equal to the contract award.
Plans, specifications, proposal forms and other contract documents may be examined at the office of the City Engineer, Third Floor, City Hall, Rome, New York, or secured for bidding purposes at the same office upon payment of a plan fee of $50.00. An additional non-refundable charge of $10.00, in a separate check, will be required for mailing. Checks should be drawn to the Rome City Treasurer. Upon return of unmarked drawings, specifications, and other contract documents, within two weeks after the date set for receipt of bids, bidders of record only will be refunded their bid deposit of $50.00, for no more than two sets of drawings.

No Bidder may withdraw his Bid within Sixty (60) days after the date set for the opening thereof.
A Pre-bid Meeting will be held at 10:00 AM on Wednesday, September 21, 2011, at the site the terminus of Mill Street, in Rome, New York. Individuals may park at Bellamy Harbor Park at the intersection of Mill Street and Harbor Way. All bid document questions should be submitted to Janice Sharrino by email (jsharrino@romecitygov.com) by fax (315-838-1167) no later than Monday, September 26, 2011, 2 PM. All questions will be answered in writing.
This project is funded partially through the NYS Canal Corporation as a Canal Greenway Grant pursuant to Title 11 of the NYS Environmental Protection Fund Bond Act, and partially by the NYS Environmental Facilities Corporation. All applicable regulations and requirements apply, including (but not limited to) labor standards, NYS Prevailing Wages, M/WBE Goals, etc.
