City of Schenectady WRRF Disinfection Upgrade Project Contract No. 1G – General Contract No. 1P – Plumbing Contract No. 1H – HVAC Contract No. 1E - Electrical INVITATION TO BID Sealed Bids for construction of the Water Resource Recovery Facility (WRRF) “Disinfection Upgrade Project” will be received by the Committee on Bids of the City of Schenectady at the office of the City Clerk, Room #107, City Hall, 105 Jay Street, Schenectady, New York 12305, where they will be time and date stamped by the City Clerk before being deposited in the bid box. Bids will be received until 10:30 AM Eastern Daylight Time (EDT) on Wednesday, August 31, 2016. The Committee on Bids will publicly open all bids on the same day at 11:00 AM, EDT in Room #110, City Hall. A bid which is not time and date stamped will not be considered. This project includes the construction of an approximate 40 feet X 35 feet building to house a new chlorination (using sodium hypochlorite) feed system and conversion of the existing chlorination building to house a new dechlorination (using sodium bisulfite) feed system. It includes all associated site work, architectural work, structural systems, process equipment, plumbing work, fire protection, HVAC equipment, electrical work, and instrumentation and control work. Complete sets of the Contract Documents and bidding envelopes may be obtained from the office of the Department of Water, Room #206 City Hall, 105 Jay Street, Schenectady, NY, 12305 at a refundable cost of $100.00 or they can be mailed by parcel post with an additional, non-refundable, postage-and-handling charge of $10.00. A certified check for the amount above, payable to the “City of Schenectady” must be mailed to the Commissioner of General Services at the above address as much in advance of the Bid Receipt date as possible. A refund of the deposit will be made for Documents returned in good condition within 30 days after the Bids are received. A pre bid conference will be held on August 9, 2016 at 10 AM at the City’s Water Resource Recovery Facility (WRRF), located at 300 Anthony Street, Schenectady, New York 12308, to discuss the requirements of the Contract Documents. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of five (5) percent of the Bid. Bidders may not withdraw their Bids for a period of forty five (45) calendar days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Wage rates for this Project are subject to the minimum wage rates as per the New York State Department of Labor. In addition, the successful bidder will be required to comply with the City of Schenectady Affirmative Action Plan, and for Contracts over $200,000 with Section 816-b of the New York State Labor Law regarding apprenticeship program. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
