NOTICE TO BIDDERS
CITY OF SCHENECTADY
FURNISHING PIPE
FOR
NORTH FERRY STREET FORCE MAIN PROJECT
Sealed bids will be received by the City of Schenectady, at the City Clerk’s Office, Room 107, 105 Jay Street, Schenectady, New York 12305-1938 until 10:30 a.m. (local time), March 27, 2019, and will be publicly opened and read at 11:00 a.m. that day.
The pipe materials to be furnished and delivered under this Agreement/Purchase Order include Ductile Iron Pipe (DIP) for both direct burial and trenchless technologies including horizontal directional drilling (HDD) and jack and bore, High Density polyethylene pipe (HDPE) for HDD, and PVC fused pipe for HDD. The Contract for which these materials will be used has yet to be awarded and the Bid package includes Options for direct burial pipe and trenchless technologies or combinations thereof. The options chosen will dictate the pipe materials and quantity required. Vendors/Suppliers may provide bids for any or all of the pipe material specified herein.

Complete sets of the Contract Documents and bidding envelopes may be obtained via BidNet at https://www.bidnetdirect.com/new-york/city-of-schenectady in accordance with the Instructions to Bidders. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Vendors/Suppliers other than those on the official Plan Holders list may not be accepted.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a unit price bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders.
Bidders are hereby notified that they are exempt from the payment of manufacturers' excise taxes for materials purchased for the exclusive use of the City, provided the manufacturer has complied with the rules and regulations of the Commissioner of Internal Revenue. Exemption Certificates will be supplied by the City Clerk upon request.
The Purchase Order/ Agreement with the successful Bidder will be assigned to the apparent low bidder of the North Ferry Street Force Main Project, and in consideration of the Prime Contractor’s preferred methods of installation and material selections.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
Each bidder is required to state in his bid the names and places of residence of any and all persons interested in the bid; that the bid is made without any connection with any person making another bid for the same Contract; that it is in all respects fair and without collusion or fraud and that no member of the Council or other officer of the City of Schenectady or any person in the employ of the said City is directly or indirectly interested in the bid or in the materials, supplies or the work to which it relates or in any other portion of the profits thereof.
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
