NOTICE TO BIDDERS
CITY OF SCHENECTADY
NORTH FERRY STREET FORCE MAIN PROJECT
Sealed bids will be received by the City of Schenectady, at the City Clerk’s Office, Room 107, 105 Jay Street, Schenectady, New York 12305-1938 until 10:30 a.m. (local time), March 27, 2019, and will be publicly opened and read at 11:00 a.m. that day.
The work site is located along a corridor that runs from the new Pump Station on North Ferry Street along North Ferry Street to Green Street, from Green Street to Pine Street, crosses under the railroad, crosses North Jay Street, runs along a utility corridor through properties of Union College, and along properties of New York State along the trail and continues to the wastewater treatment plant.
Note that the City is securing pricing through another Bid package for pipe materials including DIP, HDPE, and PVC and the contract(s) awarded under that procurement package will be assigned to this Contract. The procurement package is for pipe only and the Bidder for this work shall include the price of all other pipe fittings, valves, and appurtenances within their Bid.
The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion the work shown on the Drawings and described in these Specifications including, but not necessarily limited to, the following: installation of 30" force main (36” HDPE), railroad crossing via jack/bore, air release structures, and surface restoration. This package includes several Bid options including direct burial and trenchless technologies. Contractors must provide a bid for Option 1 and may bid on Options 2 and/or 3 as well depending on their ability to provide the trenchless technologies therein.

Complete sets of the Contract Documents and bidding envelopes may be obtained via BidNet at https://www.bidnetdirect.com/new-york/city-of-schenectady in accordance with the Instructions to Bidders. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list may not be accepted.
A pre-bid meeting will be held at the City of Schenectady, City Hall, 105 Jay Street, Room 110, Schenectady, New York 12305 on March 18, 2019 at 10:00 a.m.
The Project is being funded in part by funds from the New York State Environmental Facilities Corporation and this Contract will require 23% combined M/WBE/DBE participation.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a lump sum bid as described in the Instructions to Bidders. No Bidder may withdraw his bid within forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders.
The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price.
The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
