Sealed bids will be received by the City of Schenectady, at the City Clerk's Office, Room 107, 105 Jay Street, Schenectady, New York 12305 until 10:30 a.m. (local time), June 21, 2023, at which time they will be publicly opened and read at 11:00 a.m. that day.
The work site is located at the Rice Road Well Field & Water Treatment Plant (WTP). The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work as described in these Specifications including, but not necessarily limited to, the following: installation of a new fluoridation system consisting of bulk storage tanks, day tanks, chemical transfer and chemical feed pumps, sensors, controls, piping and appurtenances, repairs and roof replacements for the fluoride bulk and day storage buildings, mechanical improvements, and electrical upgrades.
Complete sets of the Contract Documents may be obtained via Bidnet at www.bidnetdirect.com//city-of-schenectady in accordance with the Instructions to Bidders. Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda, and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted.
The Project is being funded through the Drinking Water Fluoridation Grant Program – 2021 (NYSDOH). The required combined M/WBE/DBE participation goal for this grant program is 30%. The Contractor is required to adhere to the terms and conditions as outlined within the document “State of New York Master Contract for Grants” included as part of this Contract. If funding through this grant program is exceeded, the City will be utilizing funds from the New York State Environmental Facilities Corporation (EFC). This will require Lobbying Certification, American Iron Steel requirements, and compliance with Davis Bacon Wage Rates. Please refer to the “Mandatory State Revolving Fund Terms and Conditions” included as part of this Contract.
All bids must be made on the official Bid Form or an exact copy by reproduction thereof and enclosed in a sealed envelope. This is a lump sum bid as described in the Instructions to Bidders. No Bidder may withdraw their bid within forty-five calendar days after the actual date of the opening thereof. Each bid must be accompanied by a bid security in the amount of five percent of the base bid in accordance with the Instructions to Bidders.
The successful Bidder will be required to furnish construction performance and payment bonds in the full amount of the contract price. The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 21, 1968 and published in the Federal Register (41CFR Part 60-1, 33 F.2 7804).
Owner reserves the right to reject any and all Bids, to waive any and all informalities and the right to disregard all nonconforming, non-responsive or Conditional Bids.
