INVITATION TO BID
Sealed Bids for construction of the Cross St CSO Outfall Replacement Project will be received by the City of Troy, New York at the Bureau of Contracts & procurement, Troy City Hall, 433 River Street, Suite 5001, Troy, NY 12180 until 11:00 AM, August 6, 2014. The bids will be publicly opened and read aloud at that time in the City Hall Main Conference Room.

A Contract Documents CD may be obtained at the City of Troy Water Treatment Plant, 25 Water Plant Road, Troy, NY 12182. A fee of $25 in cash, bank or certified check payable to the City of Troy will be required for each CD. Hard copies of the Contract Documents will not be available for purchase. Bidders requesting the Contract Document CD by mail shall include an additional non refundable check payable to the City of Troy in the amount of $15 per set to cover costs of handling and mailing, unless an account is provided to cover shipping costs.
Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid.
Bidders may not withdraw their Bids for a period of 45 days after the actual date of the opening of the Bids.
The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner.

Wage rates for this Project are subject to both the minimum wage rates as per the New York State Department of Labor.
The City of Troy reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
