Intent
The City of Yonkers (the “City”) is seeking bids from qualified vendors for the installation of City owned Lenco Ballistic Windows and a City owned GeminEye Thermal camera on (1) one 2007 LENCO BEAR CAT. The equipment will be supplied by the City and must be installed according to the instructions of the Yonkers Police Department ESU Fleet Officer, who will be available to assist and guide the contractor. It is the responsibility of the contractor to contact the YPD ESU Fleet Officer if any questions or problems arise during the installation of this equipment for clarification before proceeding. Contact information will be provided to awarded vendor after award.
Distance
It is the City’s intention to deliver the vehicle to the awarded vendor’s place of business. However, due to large blind spots, off road tires, and a stiff suspension, this vehicle is not safe to drive any further than 70 miles from ESU Headquarters. Bidder’s with locations that exceed 70 miles will be required to provide pricing for flatbed services to and from the following location:

Award Determination
Due to the nature of this vehicle, the City prefers to contract with a qualified vendor that can complete this work within sixty (60) calendar days and reserves the right to take this into consideration when determining award. Bidders will be required to provide an available start date as well as a time of completion in days with their bid submission. It is expected that the awarded vendor, prior to acceptance of the vehicle, ensures that the City of Yonkers is not without the vehicle for any time longer than absolutely necessary.
Past Experience/Qualificiations
Awarded vendor must have prior experience in replacing LENCO ballistic glass within the past 5 years and must be actively engaged in the refurbishment/up fitting of emergency vehicles for a minimum of 5 years with a minimum of 5 full time employees. Bidders will be required to provide the name and contact information as a referral of such experience
Subcontractors
The use of subcontractors is permitted however, the total subcontractor work cannot exceed 49% of the total installation. All subcontractors must be disclosed at the time of bid submission. All subcontractors will be required to hold the same qualifications and supply the same references and documentation as the bidding vendor.
Pre-construction Conference
The awarded vendor shall be required to attend a pre-construction conference with representatives of this agency to finalize construction details. The City intends to hold this conference within (20) days of contract award. The person(s) responsible for the actual refurbishment of the vehicle, who can address any technical questions posed by YPD personnel concerning this vehicle, should accompany vendor. The pre-construction meeting shall take place at the Yonkers ESU building.
Progress Updates
Multiple pictures of all the steps and preparation of the build process shall be taken and emailed on a once-a-week basis to the Yonkers Police ESU Designee.
Return Delivery/Final Acceptance
Upon installation completion, the vehicle must be delivered in drivable, turnkey, and road-ready condition for Police use. Upon delivery, the vehicle will undergo a final inspection and testing by a member(s) of the Yonkers Police Emergency Services Unit. Final delivery is to be scheduled with the Yonkers Police Department at least 48 hours in advance. Contractor will have performed all necessary preparations and adjustments before making this declaration. The one (1) year warranty period will begin once the vehicles are put into service.
The vehicle and all components must comply with all of the following laws, standards, and regulations in effect at the time of manufacture: American Association of Motor Vehicle Administrators (AAMVA); Federal Motor Vehicle Safety Standards (FMVSS); Society of Automotive Engineers (SAE); and Occupational Safety and Health Administration (OSHA).
