Intent
The City of Yonkers (the “City”) is seeking a vendor to furnish and deliver the following firearms for the Yonkers Police Department (“YPD”)

SIXTY (60) Glock 19 Gen 5 MOS, or equal
FIVE (5) Remington Arms 870, or equal, 12 gauge 18” Parkerized Barrel
FIVE (5) Remington Arms 870, or equal, 12 gauge 14” Parkerized Barrel
TEN (10) Colt Model #6921-EPR, or equal, Enhanced Patrol Rifle, 5.56mm, 14.5” Barrel

Bidders will be required to provide proof of a valid Federal Firearm License (“FFL”) with bid submissions. FFL License types accepted for this bid are as follows:

Type 01 FFL – Firearm Dealer and Gunsmith
Type 02 FFL – Pawnbroker and Firearm Dealer
Type 07 FFL – Firearm Manufacturer
Type 08 FFL – Importer of Firearms

Orders:
The department intends to make a one-time purchase for all firearms.

Delivery
Firearms are to be delivered to Yonkers Police Department – Training Division – 730 East Grassy Sprain Road, Yonkers, NY 10710. Upon delivery, each individual firearm will be inspected and tested by a YPD Armorer to ensure the item meets the required specifications in full form, fit, and function.

Equal Products
If bidding an “OR EQUAL”, detailed specification sheets must accompany each bid submission. Detailed specification sheets should include manufacturer name, manufacturer part number, and a detailed description of the item. Upon request, bidders are to provide a sample of the “OR EQUAL”. Sample is to be supplied within 5 business days of request. All samples shall be at no cost to the City. Sample items are to be labeled as follows:

When submitting sample item, bidders shall provide a return label and/or instructions on how to return the sample. Upon completion of the bid evaluation period, the City shall return the sample item to the vendor.

Samples submitted by bidders will be evaluated in comparison to the product specified in the bid. Final approval of all sample items will be determined by the City. Nonconformity of the sample to the specification will be cause for rejection.

The building is open from 8:30 AM to 4:00 PM for receiving packages via courier services and in person. If delivering bids in person, individuals must see the Public Safety Officer in the library atrium, who will contact Purchasing to meet the individual at the 3rd floor elevator.
Sealed Bids will be publicly opened and read at the address above in the 3rd Floor Finance Conference Room. Please advise the buyer if you plan on attending the bid opening.
Those interested in listening to the bid opening and the reading of bids can dial Conference Call number 1-701-802-5221 and enter Access Code 1354203 when prompted. The bid opening will start promptly at 2:00 pm. It is recommended that vendors are dialed in by 1:55 pm to hear the bid results. No questions will be answered while the bid opening is in progress.
