The City of Yonkers desires to contract a vendor to furnish and deliver dog and cat food, cat litter and pads for the City of Yonkers Animal Shelter on an ‘as needed’ basis.
The Yonkers Animal Shelter provides temporary shelter for over 150 unwanted animals waiting to be adopted. This Contract will enable the City to feed these future pets until such time that these animals become adopted.

BIDS MUST BE RECEIVED IN A SEALED ENVELOPE BY 2:00 PM EST ON 5/22/2020 AT: YONKERS PURCHASING DEPARTMENT, 1 LARKIN CENTER, 3RD FLOOR, YONKERS,NY 10701 (LOCATED IN THE YONKERS RIVERFRONT LIBRARY BUILDING ACROSS FROM THE METRO-NORTH TRAIN STATION) **
** Due to the COVID-19 Pandemic and in line with the directives issued by the Mayor of Yonkers regarding public safety, there is limited access to One Larkin Center. The building is open from 8:30 AM to 4:00 PM for receiving packages via courier services and in person. If delivering bids in person, individuals must wear face coverings and see the Public Safety Officer in the library atrium who will clock in the bid and then contact Purchasing to pick up the bid. Sealed Bids will continue to be opened and read at the specified date and time, however, there will not be a public opening of bids. Those interested in listening to the bid opening and the reading of bids can dial Conference Call number 1-701-802-5221 and enter Access Code 1354203 when prompted.
CONTRACT TERM
The contract shall be for a twelve (12) month period, with the option to extend for an additional twelve (12) months upon mutual consent at the same prices, terms, and conditions.
BRANDS
The specified brands were chosen after careful evaluation. These choices have been determined after trying different available foods and choosing the ones that best agree with each dog's digestive system, under veterinarian guidance.
If Bidders feel that they can provide items with equivalent or better functionality at the same or lower cost, they may be able to offer a substitute item. Substitutions offered must be of equal or better quality and clearly identified, and accompanied by brochures and technical information to permit evaluation of the item being offered. Substitution items must be identified by manufacturer's stock/part number and other descriptive information to establish equivalency. Substitutions offered without documentation sufficient to determine equivalency may be rejected as non-compliant. Bidder shall enter information for any equivalent item offered in the bid under the unit of measure column and description column (refer to page 51, Schedule “B” - Cost Proposal).
PRICING
Bid prices must reflect all reasonable and necessary transportation, shipping, handling and delivery charges. The City does not pay fuel surcharges.
ITEM SUBSTITUTION:
Substitution of other brands for items awarded and ordered is prohibited. In the event an awarded item is discontinued by the manufacturer during the term of the contract and is not available from either the vendor’s or the manufacturer’s inventory then the successful Bidder must provide written notification from the manufacturer that the item has been discontinued. The vendor must inform the using department and file a written request with the Purchasing Department and be granted approval to substitute, in writing, before any substitution may be made. Requests to substitute shall be accompanied by complete specifications for the proposed substitute item and a sample, if requested. The City, however, reserves the right to accept or reject the letter and to acquire the supplies or materials in the open market. Approved Items will be added to the contract.
PACKAGING
All items shall be boxed or packaged as by the manufacturer. Each box or package shall identify the product, the manufacturer and the nutritional information. In the specifications, packaging requirements have been given. All prices quoted must be “per unit” of measure as specified. (e.g., Do not quote “per case” when “per dozen” is requested, otherwise bid may be rejected.)
All canned food quoted shall be pull top.
DELIVERY:
The successful bidder will be required to deliver to the City of Yonkers Animal Shelter located at 1000 Ridge Hill Boulevard, Yonkers, New York 10710, between the hours of 8:30 AM - 2:00 PM unless otherwise indicated by purchase order or the Manager of the Animal Shelter. A 24 hour advanced notice must be given to the Manager prior to delivery. Items shall be delivered 2 to 3 days after receipt of order.
