The purpose and intent of this Notice is to solicit bids from qualified contractors to replace residential lead water service lines with new copper service lines under the Glen Cove Lead Service Line Replacement Program (LSLRP).
The City of Glen Cove (City) has been awarded a New York State Department of Health (NYSDOH) Lead Service Line Replacement Program (LSLRP) grant in the amount of $627,327. The LSLRP was created by the NYS Clean Water Infrastructure Act of 2017 to provide municipalities with grant funds to assist in the replacement of lead service lines. The LSLRP will replace the entire length of residential lead service lines, from the municipal water main to the residence, in an effort to reduce the amount of lead in drinking water.
The Contractor selected through this bid will arrange to meet with City approved LSLRP Customers on an as needed basis. At the meeting, the Contractor and Customer will agree on the work and obtain necessary approvals from the water district, highway department, and sometimes the building department. Following the approvals for the work, the Contractor will replace the Customers lead water service line with a new 1” copper service line (the selected Contractor will be provided with a LSL replacement design plan for each residence by the project engineer). Upon completion of the work, the City will reimburse the Contractor for the work.
Other Contractor LSLRP work and obligations include:
• Contractor and City entering into agreement so that the City can make reimbursements to the Contractor and Customer for the LSLRP work the Contractor performs at the Customer’s home.
• Providing City with price for the Customers LSLRP work based on the selected Contractor’s Unit Price Bid.
• Mobilize employees and equipment, excavate, replace lead water service lines, and restore areas disturbed by the work.
• Record keeping and invoicing the City for the work
