The County of Dutchess, through its Department of Planning and Development (DCPD), is issuing this Request for Proposals (RFP) in a continuing effort to get a current picture of the housing needs within Dutchess County.
The Assessment involves the study of the County’s existing housing stock and its affordability, as well as the existing gap in housing stock and subsidy. The Assessment should also project housing demand through the year 2040. This RFP process intends to identify and ultimately select a professional organization/firm to work closely with the County to develop a County-wide Housing Needs Assessment.
The last housing needs assessment was completed in 2009 and covered Dutchess, Orange, and Ulster counties (see, Attachment A). In addition, the Planning Department produces two annual reports: 1) the Major Projects Report (2019) identifies proposed developments (see, Attachment B), and 2) the Rental Housing Survey (2020) for 40 years we have completed an annual point-in-time survey of the rental housing market in Dutchess County, collecting and analyzing data on four major housing sectors (see, Attachment C). Schedule Requirements: The awarded organization/firm shall complete the entire scope of work, including all tasks, by the end of 2021.
