RFP-TORH-01-19 - Judical Court Consolidation Study

The Town and Village of Red Hook and Town and Village of Rhinebeck, New York (herein after
referred to as the “Municipalities”) are requesting Proposals from qualified Consultants to study judicial
operations to ascertain the feasibility of the Town and Village of Red Hook sharing operations/locations
to create a Shared Judicial Court as well as the Town and Village of Rhinebeck sharing
operations/locations to create a Shared Judicial Court. The study should analyze the various options and
resulting recommendations to provide better service and savings to the taxpayer. The proposal is to
formulate the program for implementation which will consist of preparing a detailed scope of
agreements that would result in positive outcomes including cost savings for the municipalities involved
and enhance necessary public services. The study may include realignment and retraining of personnel,
consolidation of storage and court facilities, purchase of data processing equipment, and other cost
effective strategies.
Proposers may submit a response to this RFP for one or both of the feasibility studies described in these
specifications.
