RFP-DCP-19-24 - Supplemental Non-Secure Detention Services

Dutchess  County  is  required  to  take  reasonable  steps  to  provide  supplemental  
conveniently  accessible  and
adequate Non-Secure Detention services (NSD) and care. The Department of Community and Family 
Services
(DC DCFS) is the Dutchess County department responsible for the administration of juvenile 
detention services
for eligible youth residing within Dutchess County. DC DCFS requires the services of a Contractor 
to provide
these  services  and  may  contract  with  qualified  public  or  non-profit  youth  caring  
agencies  to  operate  NSD
facilities,  pursuant  to  applicable  statutes  and  regulations,  and  upon  certification  by  
New  York  State  (NYS)
Office of Children and Family Services (OCFS).
To build on our Dutchess County tradition of excellence, the County Executive through the DCFS is 
seeking
successful,  best-practice,  cost-effective  supplemental  Non-Secure  Detention  (NSD)  services.  
These  services
consist  of  short-term  supportive  residential  care  for  juveniles  awaiting  court  processing 
 in  accordance  with
provisions of the NYS Family Court Act and regulations of the NYS OCFS.
